This lovely lady is Charity Vance from Little Rock.  I am utterly obsessed with this song and what a beautiful and haunting cover this one is.  I love Katy Perry, but lets face it, she ain't much of a singer.  Her live performances usually blow like a glory hole.  Charity here knows how to sing this song.  She sends tingles down my spine.  And if I like women, I would totally go for her.  If you like her music, you can also find her on iTunes.
